The Provincial Engineer’s Office, with its mandate to implement all infrastructure projects, public works, and other technical services for the province of Occidental Mindoro accomplished the following projects charged against the 20% Development Fund to improve the provincial road network and other infrastructures that aid in the development in rural areas:

Indigenous Peoples’ Welfare/Social Welfare and Development Indigenous
People Welfare Program implemented by PGO-Indigenous People Affairs Office
• Construction/Renovation of Water System in IP Communities (distribution of ten (10) sets of water pumps and 116 rolls of P.E. pipes to IP sitios in the municipalities of Paluan, Abra de Ilog, Sablayan, Calintaan, Rizal, and Magsaysay)
• Rice seeds varieties and vegetable seeds to 2,000 IP families in partnership with the Office of the Provincial Agriculturist (OPA)
• Mangyan Day Celebration (distribution of grocery items and food packs to seven (7) Mangyan tribes in the province
• Procurement of twenty (20) units Android Tablets for IP Enumerators to maximize time in data gathering for the IP community profiling conducted and facilitated by the Provincial Planning and Development Office
Social Welfare and Development Programs implemented by the Provincial Social Welfare and Development Office (PSWDO)
• Adolescent Health and Development Program – conducted Teenage Pregnancy Symposium in Mamburao and Abra de Ilog participated by a total of fifty nine (59) teenagers
• Back to School Program – a total of 237 children (106 femaes & 131 males) were enrolled in the nearest elementary/high schools and were given food and transportation allowance, and school supplies; beneficiaries are composed of teenage mothers, IP children, children of former rebels and out of school youths
• Child and Youth Welfare Program – celebrated the National Children’sMonth through the conduct of Poster Making Contest, Advocacy Infomercial, Spoken Poetry and Video Infographics; the winners received cash prize, and they participated in the Regional competition.
Re-organized the Provincial Council for the Protection of Children (PCPC) and regular quarterly meetings were conducted.
Established the Provincial Committee on Anti- Trafficking and Violence Against Women and their Children (PCAT-VAWC) to strengthen the local structures to collaboratively address the problems in human trafficking and violence against women and children. Provision of financial support to victims of violence and abuses – a total of PhP 49,500.00 financial assistance were provided to the clients who were allegedly victims of violence, abuses and other difficult circumstances
• Early Childhood Care and Development Program – conduct of regular and special meetings of MSWDOs, CDW and SNP Workers; provision of learning materials to some CDWs; cash incentives, hygiene kits and advocacy polo shirt for the CDW teachers and SNP volunteers; distribution and posting of IEC materials such as posters on Child’s Rights and existing laws
• Livelihood Assistance Program – as part of the Rehabilitation and Recovery Program for COVID19, livelihood projects were funded and implemented. The program provides capital assistance intended to finance small enterprises and to provide other alternative source of income to those individuals or groups who lost their business/ jobs due to the pandemic
• Person with Disabilities Welfare and Development Program – 1st Semestral Meeting of the Federation of Persons with Disability and Federation Parents/Guardians of Children with Disability in Occidental Mindoro cum Consultation Dialogue was held on February 19, 2020. The said activity was conducted to prepare the Gender and Development (GAD) plans for the year 2021, and to identify current issues and concerns of the PWD sector and address them through joint efforts of planning appropriate, inclusive and sustainable programs, projects and activities between the Provincial Government and the Civil Society Organization;
Provision of maintenance medicines to 787 PWDs with mental health problems was implemented with the support of the MHOs and PHO medical staff; Cash incentives for PWD Provincial Federation Officers;
Self-Help Program implemented by the PGO-PDAO aims to improve the quality of life of persons with disability (PWDs) by providing comprehensive projects/programs that help in enhancing their capabilities in the prevention, early detection and management of disabilities and disabling conditions; reducing the handicapping condition of a PWD and arrest the progression of impairment;
provision of assistive devices;
provision of gift packs for the identified 1000 beneficiaries in the province;
• Person with Disabilities Affairs (PDAO) in cooperation with Provincial Social Welfare and Development Office (PSWDO) successfully conducted a Year End Assembly for the PWDs. Attended by the PWD Leaders and Focal Person and members from different Municipalities. All the Leaders and Focal Person per municipality presented their Annual Accomplishments Reports, discussed the different programs and activities conducted. In addition, the participants talked about the upcoming plan and projects of the Provincial Government for the PWDs for the year to come. PDAO discussed a special program proposal for PWDs for the year 2021 and answer queries and concerns of leaders, officers and members.
• Senior Citizen’s Welfare and Protection Program – incentives for the Senior Citizens Federation Officers; payment of Milestone Birthday Incentive totaling to PhP 6,959,500.00; procurement of rice to respond to the urgent needs of the sector; provision of capital assistance to SCs who would like to engage in small business as part of the PSWDO’s COVID-19 Rehabilitation and Recovery Plan; procurement of anti-influenza vaccines and multi-vitamins with a total expenditure of PhP 4,871,770.00; burial assistance to indigent SC amounting to PhP 214,000.00; Handog Saya Para kay Lolo at Lola with a total expenditure of PhP 898,000.00
• Former Rebel’s Protection and Rehabilitation Program – the PSWDO as an active member of ECLIP-ELCAC Provincial Task Force parrticipated in the Serbisyo Caravan done in areas influenced by the CPP/NPA groups. Livelihood trainings on weaving, solar lamp installation and repair, and production of organic fertilizers were funded to enable IPs and other members of the community acquire knowledge and skills they need to find employment/source of livelihood.
• Emergency Assistance/Donations/Grants – individuals were provided with financial assistance for medical emergencies such for medicines, laboratory fees, transportation to hospitals outside the province; 300 Locally Stranded Individuals (LSIs) were provided assistance such as food and other basic needs while staying in places outside the province; families who lost their houses due to fire and similar incidents were also assisted for the repair or construction of their new dwelling units Youth Development Programs implemented by the PGO- Youth Affairs and Sports Development Office (YASDO)
• Provincial Educational Assistance Program (PEAP) – is a financial grant/assistance from the Provincial Government of Occidental Mindoro for Private High Schools’ and Higher Educational Institutions’ (HEIs) students who are financially challenged but want to pursue their education (Indigents, PWD’s, Single Parents and IPs). A total of 1,200 slots were given among the qualified youth residing in the Province with the equal funding of three million six hundred thousand pesos (PhP3,600,000.00)
• Provision of Financial Assistance were also granted to the random learning institutions, youth organizations, Sangguniang Kabataan Officials and individuals requests throughout the Province with varying amount supporting the activities and programs intended for the welfare of the youth in Occidental Mindoro further empowering them thus creating a proactive youth in the Province
• Risograph Machine and printers were purchased amounting to Two million five hundred thousand pesos (PhP 2,500,000.00) and distributed to different schools to aid the production of modules
• The Provincial Youth Development Council Election convened last September 14, 2020 at Provincial Training Center, Capitol Ground, Mamburao, Occidental Mindoro. There are 55 youth organizations and youth-serving organizations that participated in the activity. This was followed by Capability Building and Oath Taking Ceremony
