The Indigenous Cultural Community Affairs Office (ICCAO) of Governor Eduardo B. Gadiano plays a pivotal role in preserving, promoting, and protecting the rights and welfare of indigenous cultural communities. Acting as a liaison between these communities and government agencies, ICCAO facilitates the implementation of programs and policies aimed at empowering indigenous groups, safeguarding their ancestral domains, and promoting their cultural heritage. Through collaboration and advocacy, ICCAO strives to ensure that
indigenous peoples have access to essential services, resources, and opportunities while respecting their distinct identities and traditional practices.

In 2023, the Indigenous Cultural Community Affairs Office (ICCAO) extended various programs to support Indigenous Peoples (IPs). Among these initiatives were the construction of multi-purpose halls and learning centers, known as Bahay-Pulungan, for the seven tribes within IP communities in the province. Additionally, ICCAO provided assistance for capacity building through trainings and the IP Summit, offering food-for-work assistance during general assemblies, and aiding in the construction of communal toilets. Moreover, they partnered with the Provincial Agriculture Office to distribute climate-resilient rice and vegetable seeds to IPs. The purchase of postharvest facilities, farming equipment, and agricultural tools further enhanced the community’s farming capabilities. Additionally, ICCAO supported electrification efforts and assisted in the construction, renovation, and upgrading of water systems for ICCs, ensuring sustainable development and empowerment within Indigenous communities.
