Isang Ganadong Pagbati, Minamahal kong Mindoreños!

                As we look back on the year 2024, it is with great pride and gratitude that we reflect on the progress we’ve made together as a province. This year has been one of the groth and resilience to a unified purpose of a prosperous future for all. From the beginning of the year to its closing, we have faced challenges and celebrated victories, all which have shaped our path toward building a strong Occidental Mindoro.

               This annual report serves as a reflection of our collaborative efforts to improve the lives of every Mindoreño. It highlights the significant steps we have made across various sectors, from health, infrastructure and agriculture to education and governance. We have also seen noteworthy improvements in the quality of essential social services such as healthcare, housing, disaster resilience and in strengthening the structures that make our province a better place to live, work and raise families. Thses advancements have made life easier for our communities and paved the way for a brighter and a more sustainable future for the province.

               One of the most significant accomplishments of 2024 is our continued recognition for good governance. Occidental Mindoro is once again proud recipient of the Seal of Good Local Governance (SGLG) for the second consecutive year since 2023, making us the only province in the MIMAROPA region to achieve this prestigious award. This just shows the hard work and perseverance of our local government, partners, and stakeholders who are all committed to creating a province where every Mindoreño can achieve their dreams.

               In addition, we are proud of our achivements in human resources and governance, with Occidental Mindoro earning Maturity Level II in all four HR core systems of the PRIME-HRM Award of the Program to Institutionalize Meritocracy and Excellence in HUman Resource Management. Moreover, we are also honored to have been awarded the 24th Gawad Kalasag Seal and Special Awards for Excellence in Disaster Risk Reduction and Management (DRRM) and HUmanitarian Assistance in 2024. Our province’s approach to disaster risk reduction, preparedness, and response continues to set a standard for other to follow.

               We stands our the most, however, is the bayanihan spirit that has prevailed among us throughout the year, especially in the face of disasters like the numerous typhoons we’ve experienced. Wehen calamity struck, it was the collective strength and unity of our people that made all the difference. It is the spirit of bayanihan – working together and lifting each other up – that defines the heart of Occidental Mindoro.

               Prior to this spirit of collaboration, my open-door policy has been the key in ensuring that every Mindoreño has direct access to the local government. Through the mantra SERBISYONG GANADO: PINALAPIT SA TAO, I have aimed to lead with an open heart, always welcoming feedback, ideas, and concerns from all sectors of society. This inclusive act has empowered our communities to engage with the government more actively, ensuring that our joint mission for the future is shaped by the voices of all. In turn, the open-door policy strengthens the bayanihan spirit, creating an environment where everyone feels heard, respected, and valued.

               Central to all of these accomplishments is the Serbisyong Ganado-s Social Contract, which I personally implemented, anchored in the iHEARTS framework. THis approach to governance and development focuses on the following key pillars:

• E – Economic Growth and Development, Environment Protection and Conservation and Education
• A – Agricultural Development
• R – Reduction of Poverty, Reforms, and Governance
• T – Tourisms and Transport Development
• S – Security, Sports, Spiritual Development, and Social Services

               As we move forward, let us build upon the successes of 2024 and continue working together toward even greater opportunities for all. We know that challenges lie ahead, but with our joint objective, we will continue to rise above them and achieve even more for our province. Together, we will unlock new opportunities and bring continued progress to Occidental Mindoro.
