Reduction of Poverty
To address poverty cases in the province, the provincial government initiated systematic process of localizing poverty reduction efforts. The unified Provincial Inter-Agency Advisory Committee (PIAC) was created to formulate relevant policies and plans in the implementation of the three (3) core Social Protection Programs of the DSWD: the Kapit Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), the Pantawid Pamilyang Pilipino Program (4Ps), and the Sustainable Livelihood Program (SLIP); and in the implementation of other Community-Based Social Protection Programs under the Executive Order No. 30, series of 2019.
Reforms
The new administration initiated changes in the operations and management of the provincial government of Occidental Mindoro. These changes promote innovative approaches in the execution of its mandates to stay relevant, focused, and effective.
The Office of the Provincial Administrator, formerly a division under the Office of the Governor, was created into a regular department by the new administration.
In addition, the Republic Act No. 3456 (Internal Auditing Act of 1962), and as amended in RA No. 4177, mandated the creation, organization and operation of IAS/U in all government agencies to help management achieve an efficient and effective fiscal administration, and to assist in the performance of agency affairs and functions.
Good Governance
The provincial government regards good governance as a driver of change. values and maintains good governance in the context of transparency. participation and financial accountability.
Full Disclosure Policy (FDP) posting in conspicuous places and in the FDP Portal for CY 2019 posting period was duly accomplished. The province obtained 100% compliance on Full Disclosure of Local Budget and Finances, and Bids and Public offerings; and qualified for the 2019 Seal Good Financial Housekeeping, a recognition given by the DILG.
Inclusion of Civil Society Organizations (CSOs) as members in all Local Special Bodies (LSBS) for rightful representation. The provincial government in collaboration with the DILG and the Sangguniang Panlalawigan conducted the CSO’s Conference and CSOs Accreditation.
The Local Special Bodies of the province are the Provincial Development Council (PDC), Provincial Peace and Order Council (PPOC), Provincial Health Board, Provincial School Board, and the Provincial Project Monitoring Committee. These special bodies are responsible in formulating policies and plans for the people and oversee effective implementation of the same.
