• Covid-19 Pandemic Response
In coordination with the different line agencies and upon directive of the Provincial Governor, the Provincial Health Office spearheaded the implementation of various activities and health protocol in response to COVID-19 pandemic. Funds were utilized for the the procurement and distribution of PPEs, equipment, drugs/medicines and other logistics to hospitals, rural health units and other facilities. Establishment of COVID-19 Laboratory at the OMPH was also one of the major projects initially implemented in the province. Other essential activities conducted and facilitated are as follows:
- Updating/reporting of cases through the Provincial Surveillance Response System ▪ Facilitated transfer of specimen from the LGU and hospitals to the laboratory facilities outside the province.
- Monitoring/health screening at the entry points in the province (Abra de Ilog, Magsaysay, San Jose)
- Manned the Emergency Operation Center with other concerned departments with 24-hour duty from March to September 2020
- Initiated series meetings with different agencies to formulate plan of activities.
- Distribution of PPEs and other logistics from the DOH and other private individuals/organizations
- Initiated the formulation of Resolutions through the Local Health Board
- Coordinated the health activities with other LGU.
- Attended virtual meetings/updates with the DOH.
- Production and distribution of COVID-19 tarpaulin
- Mandatory swab test of doctors before reporting for duty from Manila.
- Arrangement with the DOH on the establishment of COVID Laboratory in the province
- Development and distribution of IEC materials
- Regular transport of specimen from the different health facilities to the testing laboratory outside the province
- Re-filling of oxygen tank in seven (7) government hospitals
• AKAP HUB Program primarily aims to provide easy access for the people to avail financial assistance from various government agencies in settling their healthcare/hospital bills/accounts; and to minimize transaction period through simplified procedures and use of one standard form applicable to all participating agencies. Each seven (7) Healthcare Facilities managed by the province assigned one (1) room/office that serves as a convergence venue for the participating agencies in this program.
In June 2020, the Provincial Government of Occidental Mindoro established a halfway lodging house which will serve as the temporary shelters for the stranded citizens of the province for the accommodation of Mindoreños who need medical assistance outside the province. However, due to COVID-A( pandemic, the halfway house was used to accomodate our Locally Stranded Individuals (LSI) Kababayans.
• Provincial Health Office (PHO) – Preventive and Promotive Health Service Division Programs and Activities
- Access to Quality Mental Health Services – medical mission for neurologically challenged individuals was not conducted in 2020 due to the implementation of COVID-19 health protocol; continuous provision of maintenance drugs and medicines of 653 patients were still done through the Local Government Units
- Strengthening Maternal and Child Health Program – maternal and child health services at the grassroot level are being carried out primarily by the volunteer health workers. Trained Barangay Health Workers and Barangay Nutrition Scholars based in the community deliver the basic services to maintain optimum maternal and child health status and prevent sickness and deaths; trainings and incentives were provided to the BHWs.
- Strengthening HIV/STI Information, Education and Communication – aims to empower different high-risk population through health education and positive health seeking behavior; advocacy activities conducted were geared towards increasing awareness on disease prevention and control such as the Creation of HIV Council; conduct of HIV Council Quarterly Meeting; conduct of HIV Counseling and Testing (two batches); Advocacy Activity Among High School Students and LGBT Community; provision of Cartridge for Viral Load; and purchase of CD4 Machine
- Extension of Oral Health Services to Children and Pregnant Women in GIDA Areas – Since the corona virus is found in the oral cavity and the nasopharyngeal areas, oral health treatment was limited to emergency cases only, with strict implementation of health protocols. Other activities under this program were conducted such as the Oral Health Month Celebration and Save Our Smile activity; OHP Monitoring and Evaluation for Sablayan and SAMARICA; Coordination with ELCAC Activities in Sablayan and Manoot Rizal; and Distribution of PPEs and dental supplies/ commodities from the DOH. Nine (9) RHUs and three (3) hospitals were provided PPEs and dental supplies.
- Nutrition Program – funded and facilitated the transport of Nutrition Commodities from DOH Central Office to the Province. These commodities were distributed to target beneficiaries and other priority targets as per DOH Memorandum; BNS Allowance Distribution; celebrated the 2020 Nutrition Month Celebration through poster and poem-making contest, Gulayan sa Bakuran Contest which were participated by Provincial Government employees, Barangay Nutrition Scholars, and Barangay Health Workers; processed and distributed Ferrous Sulphate with Folic Acid and multivitamins to pregnant and lactating women from Top 20 Barangays with highest stunting prevalence rate; Garantisadong Pambata is a regular program implemented by the LGUs. It includes Vitamin A Supplementation and Deworming activities; the implementation of Operation Timbang Plus (OPT+) of 0-59 months old children who were weighed and measured as part of monitoring mechanism on the Malnutrition Prevalence Rate in the province.
- Anti-Rabies Control Program – the province has five (5) accredited Animal Bite Treatment Centers, namely, ABTC- OMPH, ABTC- San Sebastian District Hospital, ABTC- Sablayan Municipal Health Office, ABTC- Calintaan Municipal Health Office, and ABTC-San Jose Municipal Health Office. The DOH has provided Anti-Rabies Vaccine amounting to P 921,500.00.
- Expanded Program on Immunization – Measles Rubella Oral Polio Vaccine Immunization Campaign (MR-OPV) – “Chikiting Ligtas” was implemented provincewide with supervision from the PHO and PDOHO from October 26-December 11, 2020 targeting children below 5 years old. Among the five (5) provinces in MIMAROPA, Occidental Mindoro ranked number one (1) with 94.22% and 92.65% accomplishment for Measles Rubella and Oral Polio, respectively. The DOH has allotted P 570,880 for our province in the implementation of the said campaign.
- Family Planning Program – The province received total number of 33,790 of Family Planning commodities from the Department of Health that were distributed to 11 municipalities. Contraceptive Prevalence Rate increased from 60% in 2019 to 65% in year 2020.
- Malaria Control and Elimination Program – with the assistance from the Pilipinas Shell Foundation Inc. The amount provided by the PSFI were utilized for the procurement and distribution of PPE for Malaria Program Personnel; meetings; reproduction and distribution of Anti-MDF comics to RHUs and schools; borderline investigation; malaria case investigation; validation of reports; and allocation and distribution of Long Lasting Insecticide Treated Nets (LLIN)
- Dengue Control and Elimination Program – through this program, Weekly monitoring of Dengue cases as per Provincial Surveillance Report were conducted; provided 2,500 NS1 Antigen kit; conducted misting operation of Abra de Ilog, Paluan and Calintaan
- Health Education and Promotion Program – the program received budget of P217,280 from the DOH, P232,960 from the province and P50,000 from the PSFI and were utilized in the conduct of Anti-MDF Advocacy Campaign Round 10; Health Promotion on MR-OPV Supplemental Immunization Campaign; Reproduction, allocation and distribution of tarpaulins on 4Ms Strategy campaign against Covid-19; allocation of Covid-19 BIDA Culture sensitive tarpaulins
- TB Control and Prevention Program – continuous efforts from the provincial to the barangay level is being done through the conduct of Case finding and TB mass screening in seven (7) health facilities/LGUs every 1st quarter of the year; re-certification of eight (8) expired TB-DOTS facilities; monitoring and Supervision of TB-DOTS Facilities; two (2) batches of Virtual Seminar for the 6th Edition of TB Manual of Procedures; and Provision of TB Meds to all DOTS Facilities amounting to P2,505,519,80 from the DOH
- Barangay Health Workers Program – distributed BHW incentives to 11 municipalities amounting to P16,955,600.00 for the 3rd and 4th quarter of 2020; Conducted BHW Federation quarterly meeting on October 16, 2020 held at SB hall, Sablayan, Occidental Mindoro participated by 9 BHW Municipal Coordinators, 9 BHW Municipal Presidents and Secretaries; and assisted and monitored BHW Basic Training Course conducted by Mamburao LGU
• Provincial Health Office (PHO) – Curative, Pallative and Rehabilitative Service Division (7 Hospital Facilities) Programs and Activities
- Abra de Ilog Municipal Hospital (ADIMH) is an infirmary hospital with 10 beds capacity. Bed Occupancy Rate (BOR) increased to 40%. The average length of stay in the hospital was 2.1 days per patient. It has a total facility income of PhP4,662,504.05. The PGOM allotted funds for the improvement of the facility through the implementation / acquisition of the following:
- Repair of 10 KVA Generator Set
- Acquired Hema and Urine Analyzer
- Construction of TB DOTS Facility
- Construction of Triage Area
- Two (2) Mechanical Beds and two (2) Bedside Table from PGO
- Construction of Septic Tank
- Acquired New Water Pump
- Construction of Donning and Doffing Area
- Construction of Antenatal Room
In addition, the hospital also received the following equipment from the HFEP- Department of Health: - 10 units Mechanical Beds

2. Lubang District Hospital (LDH) is an infirmary with a 25 beds capacity and with Bed Occupancy Rate (BOR) of 49.76%. The average length of stay in the hospital was 2.1 days per patient. It has a total facility income of PhP5,836,074.88. The PGOM allotted funds for the improvement of the facility through the implementation / acquisition of the following:
- Construction of Triage Area •
- Six (6) COVID-19 Isolation Rooms
- Patient Transport Vehicle is being used in transporting patients via Nasugbu and Calatagan, Batangas.
3. Occidental Mindoro Provincial Hospital is a Level 1 general, Trauma receiving hospital owned and operated by the Provincial Government of Occidental Mindoro. It is DOH licensed and Philhealth accredited (Basic Participation) with Authorized Bed Capacity and Implementing bed of 100. It has a total facility income of PhP86,565,709.34.
4. Paluan Community Hospital is an infirmary hospital with 10 beds capacity. Bed Occupancy Rate (BOR) of 60.14%. It has a total facility income of PhP202,326.00.
5. San Sebastian District Hospital (SSDH) is a Level I hospital with 50 beds capacity. Bed Occupancy Rate (BOR) 51.70%. The average length of stay in the hospital is 2-3 days per patient. It has a total facility income of PhP11,818,808.27.
6. Sta. Cruz Community Hospital (SCCH) is an infirmary hospital with 10 beds capacity. Bed Occupancy Rate (BOR) of 66.34. It has a total facility income of PhP9,434,058.40. The PGOM allotted funds for the improvement of the facility through the implementation / acquisition of the following:
- Partial Repair of Hospital Roofing
- Partial Repair of Hospital Ceiling
- Repainting of OPD Room and Installation of Window Type Aircon
- Purchased and such as BP apparatus, pulse oximetry, temperature scanner and minor set for Emergency use.
- Installation of 4 units of Split Type Aircon with Inverter.
- Repair of L-300 service Vehicle The hospital also received the following equipment from the HFEP- Department of Health:

- 1 unit Emergency Cart
- 1 set EENT
7. San Jose District Hospital (SSDH) is a Level I hospital with 50 beds capacity but implementing an 88 bed capacity. Bed Occupancy Rate (BOR) 137.40%. The PGOM allotted funds for the improvement of the facility and to keep up with COVID-19 response in the province through the implementation / acquisition of the following:
- Approved Permit to Construct of Conversion of Dietary into Hemodialysis Clinic with 4 Dialysis Stations
- Approved Permit to Construct of Expansion and Renovation of X-ray with CT Scan
- Renovation of 10 Private Rooms
- On-going Construction of Dialysis Clinic
- On-going Expansion and Renovation of X-ray with CT Scan
- Established COVID Isolation facility 10 bed capacity and 1 COVID Extension 10 bed capacity
- On-going Construction of TBDOTS Building
- On-going Construction of HIV Building
Housing Development
- Local Housing Development & Management Program – completed projects under this program are community organizing wherein 4 Homeowners’ Associations were newly organized; 1 HOA Registered in DHSUD (HLURB)-Landing Site HOA Inc., and conducted consultations with other HOAs; provision of financial assistance to 26 individuals and 1 association
- Handog Titulo Program– is convergence program of PGOM, Registry of Deeds and DENR. The PGOM facilitated the processing and awarding of 51 free patent certificates to individuals.
- Capacity Enhancement & Development Program for HOAs – virtual livelihood training on dishwashing liquid making was conducted in Sablayan, Occ. Mindoro and was participated by 11 HOAs. Funding of dishwashing liquid making was outsourced from PCUP- Presidential Commission for the Urban Poor
- Provision of Technical Assistance to Homeowners’ Associations – technical assistance such as in assessment/evaluation of relocation sites, completion of documents for HLURB Registration/CMP and lot titling, re-organization, and conduct of negotiations with landowners were provided to HOAs
