The Provincial Government of Occidental Mindoro through the leadership of Governor Eduardo B. Gadiano implemented a structured approach to localize efforts aimed alleviating proverty in the province. Governor Gadiano emphasized proverty alleviation as a primary objective in enhancing the well-being of constituents through the provision of essential services. This methodical approach to tailoring poverty alleviation initiatives at the local level aims to establish rebust systems for the timely and effective delivery of basic services to impoverished communities.
The Provincial Government, via its Municipal and Barangay Affairs Program within the Executive Department, aids in the advancement of barangays by facilitating projects, constructing multi-purpose buildings, and establishing vital infrastructures for community growth.
Moreover, this initiative extends support to various endeavors such as the Best Performing Barangay/Municipalities Incentives Program, Subsidies and Donations, Ugnayan sa Barangay, Literacy Program for Locally Paid Teachers (LPTs), Administrative Services, and the Maintenance of Governor Sub-Offices.
Notably, the Municipal and Barangay Affairs Office (MBAO) recognized three LGUs (Abra de Ilog, Calintaan, and Lubang) for their exceptional performance in maintaining peace and order, as well as combating drug abuse. These municipalities received incentive awards under the Best Performing Municipalities Incentive Program, in accordance with Executive Order No. 64, s. 2023.
Furthermore, through its Socio-Economic Development Programs for Municipalities and Barangays, financial assistance totaling P19,000,000.00 was distributed to sixty-two barangays, fifteen NGAs, nine associations, twenty-four schools, and eight LGUs.
The Public Employment Service Division of the Office of the Provincial Administrator conducted activities aimed at meeting the needs of its constituents by ensuring the prompt and efficient delivery of employment facilitation services and providing timely information on the labor market and DOLE programs.
It also sought to fill job openings through job referral and placement, career counseling, training, and seminars. PESO assisted a diverse group of people, including job seekers, employer’s students out-of-school youth overseas workers and people with disabilities. Furthermore, PESO made every effort to assist all those in need by providing efficient public services. It catered to a total of 4,715 individuals.

According to data provided by the Philippine Statistics Authority, the table above indicates that Occidental Mindoro saw a decline in the poverty incidence among families during the first half of 2023 (20.1%), compared to figures from 2018 (22.1%) and 2021 (24.9%).

As shown in the map of the Cluster of Provinces above, Occidental Mindoro province is situated in Cluster 4, characterized by a lower poverty incidence among families. This is a positive indication since Cluster 1 represents the poorest, while Cluster 5 indicates the least poverty.
Under the leadership of Governor Eduardo B. Gadiano, the Provincial Government of Occidental Mindoro has consistently demonstrated a commitment to good governance and excellence. In 2023, the province was awarded the prestigious Seal of Good Local
Governance (SGLG), recognizing its effective delivery of public service and adherence to transparency and accountability standards. Furthermore, it attained the Good Financial Housekeeping Passer status, showcasing its sound financial management practices. The province’s dedication to disaster risk reduction and management was also acknowledged as it was hailed as a Beyond Compliant Province at the 23rd National Gawad Kalasag. Additionally, the government’s commitment to meritocracy and excellence in human resource management was underscored by the Certificate of Accreditation Award conferred upon PGOM, attesting to its robust recruitment, selection, placement, and performance management systems. Governor Gadiano’s leadership has undoubtedly propelled Occidental Mindoro towards greater heights of governance and service to its constituents.
