PGOM AND NEDA MIMAROPA SUCCESSFULLY CONDUCT CAPACITY-BUILDING TRAINING FOR PROJECT DEVELOPMENT

The Provincial Government of Occidental Mindoro (PGOM), under the leadership of Governor Eduardo B. Gadiano, in partnership with the National Economic and Development Authority (NEDA) MIMAROPA, organized a five-day capacity-building training titled “Enhancing Skills in Project Development and Feasibility Study Formulation” from March 31 to April 4, 2025, in Sablayan, Occidental Mindoro. This initiative was part of PGOM’s continued efforts to strengthen the capacity of provincial government employees in preparing project proposals aimed at enhancing investment programming, as well as the implementation and development of plans.

The training aimed to raise the skills and competency levels of the participants, particularly in preparing project proposals for submission to national government agencies and other funding bodies. The activity also sought to enhance PGOM employees’ knowledge of project development and feasibility studies while providing guidelines and standards for preparing and packaging projects effectively.

The training covered key topics in project development, starting with investment programming and the ICC Review Process to guide project approval. Participants learned about Public-Private Partnerships (PPP) and how to collaborate with funding institutions for large-scale projects. They were introduced to the Logical Framework for structuring and monitoring projects effectively.

Sessions also focused on social analysis and gender responsiveness, ensuring projects address social and gender equality. Market and organizational analysis emphasized understanding target markets and institutional capacity. Financial and environmental analysis were also covered to assess project viability and sustainability, while technical and economic analysis helped evaluate project feasibility and its long-term benefits.

Throughout the training, each sectoral group worked on creating six major outputs, applying the lessons from the resource persons. This hands-on approach enabled participants to further develop their knowledge and skills in project development, which they then applied to finalize their project proposals.

As a result of this training, participants improved their skills in project identification, planning, and evaluation, which are vital for accessing external funds. These enhanced capabilities ensure that the planning units of all PGOM departments are now well-equipped to develop high-quality, high-impact project proposals that align with the province’s investment priorities. Furthermore, this training was incorporated into the Learning and Development Program of the province, ensuring the continuous improvement of PGOM personnel to match its development efforts
