One of Governor Eduardo B. Gadiano’s most notable and major accomplishments to date was the establishment of the Program, “Aking Kalusugan, Ating Pangalagaan Health Unified Body” (AKAP-HUB). A health flagship program that aims to provide better health services to senior citizens, persons with disabilities (PWD), Indigenous Peoples (IPs), and beneficiaries of Pantawid Pampamilyang Pilipino Program (4Ps). Patients are assisted to avail of the No Balance Billing Policy in all public hospitals in the province. This is implemented in collaboration with the Philippine Health Insurance (PhilHealth), Philippine Red Cross, Department of Social Welfare and Development (DSWD), and Philippine Charity Sweepstakes Office (PCSO).
The AKAP-Hub Program primarily aims to provide easy access for the people to avail financial assistance from various government agencies in settling their healthcare/hospital bills/ accounts and to minimize transaction period through simplified procedures and use of one standard form applicable to all participating agencies. Each seven (7) Healthcare facility managed by the province is assigned one (1) room/office that serves as a convergence venue for the participating agencies in this program.
In 2022, a total of fifteen thousand seven hundred seventeen (15,717) beneficiaries were given assistance from the above-mentioned program. There are Eight Hundred Twenty-Eight (828) beneficiaries in Abra de Ilog Community Hospital, Six Hundred Fifty-Three (653) in Sta. Cruz Community Hospital, Four Hundred Ninety (490) in Paluan Community Hospital, Nine Hundred Thirty-Five (935) in San Sebastian District Hospital, One Thousand Fifty One (1,051) in San Jose District Hospital, Four Hundred Six (406) in Lubang District Hospital and lastly, Eleven Thousand Three Hundred Fifty Four (11,354) in Occidental Mindoro Provincial Hospital.
Through Provincial Health Office, Governor Eduardo B. Gadiano is leaning towards providing better healthcare service with the province-wide implementation of health programs and projects.
Occidental Mindoro Provincial Hospital is a Level 1 general, Trauma receiving hospital owned and operated by the Provincial Government of Occidental Mindoro. It is DOH licensed and Philhealth accredited (Basic Participation) with Authorized Bed Capacity and Implementing bed of 100. Its Bed Occupancy Rate for this year is 58.69%.
Globally, health care systems have been challenged by the overwhelming demands to address the effects of the COVID-19 pandemic. Resources are being diverted to other activities to mitigate the impact of COVID-19 on health services.
Through Provincial Health Office (PHO) continues to spearhead the implementation of COVID 19-related programs, projects, and activities as temporary measures in response to the crisis brought about by COVID 19 funded under the Bayanihan grant.
Implemented programs were procurement and distribution of hospital supplies, medical and non-medical equipment, and Personal Protective Equipment (PPE) to the different hospitals and Municipal Health Offices, as well as the construction of COVID Laboratory at the Occidental Mindoro Provincial Hospital (OMPH). Upon the creation of the Housing Development and Management Program, Governor Eduardo B. Gadiano continues its goal to institutionalize the Housing Program by creating a Municipal Housing Board in 11 Municipalities and provide affordable and decent housing units for all low-income Mindoreños. Completed projects under this program are the organization of Homeowner’s Associations, HOA Registered in DHSUD (HLURB)-Landing Site HOA Inc., financial assistance distribution to its indentified and qualified beneficiaries, awarding of free patent certificates through Handog Titulo Program and virtual livelihood training.
