One of Governor Eduardo B. Gadiano’s most significant achievements to date was the initiation of the “Aking Kalusugan, Ating Pangalagaan Health Unified Body” (AKAP-HUB) Program in 2019. This flagship health program aims to enhance health services for senior citizens, persons with disabilities (PWDs), Indigenous Peoples (IPs), and beneficiaries of the Pantawid Pampamilyang Pilipino Program (4Ps). Under this initiative, patients receive assistance in accessing the No Balance Billing Policy at all public hospitals in the province. The implementation involves collaboration with key stakeholders such as the Philippine Health Insurance (PhilHealth), Philippine Red Cross, Department of Social Welfare and Development (DSWD), and Philippine Charity Sweepstakes Office (PCSO).
The primary goal of the AKAP-HUB Program is to facilitate easy access to financial assistance from various government agencies for settling healthcare/hospital bills/accounts, while also streamlining the transaction process through simplified procedures and the utilization of a standardized form applicable to all participating agencies. Each of the province’s seven healthcare facilities is equipped with a dedicated room/office serving as a convergence venue for the participating agencies involved in this program.
In 2023, as part of the AKAP-HUB Program, a series of initiatives were launched to bolster healthcare access in the region. Among these were the issuance of health care cards aimed at facilitating smoother access to medical services for local residents. Furthermore, efforts persisted in the procurement of essential drugs, medicines, and laboratory supplies, ensuring sustained assistance to qualified beneficiaries in their healthcare journey. Through these concerted efforts, the program aimed to fortify the healthcare infrastructure and support networks vital for the well-being of communities.

Occidental Mindoro Provincial Hospital is a Level 1 general, Trauma receiving hospital owned and operated by the Provincial Government of Occidental Mindoro. It is DOH licensed and Philhealth accredited (Basic Participation) with Authorized Bed Capacity and Implementing bed of 100. Its Bed Occupancy Rate for this year is 58.69%.

Facilitating the Socialized Housing Project and Comprehensive Development Plan (CMP) Assistance Program further underscored the office’s dedication to addressing housing needs, ensuring equitable access to shelter. Regular quarterly meetings with HOA federations served as vital platforms for dialogue and collaboration, enhancing community engagement and governance. The implementation of the Handog Titulo Program not only empowered residents with property ownership but also instilled a sense of security and pride in homeownership. HOA orientations on RA 9904 provided crucial insights into rights and responsibilities, promoting informed decision-making among residents. Additionally, training sessions on disaster management and the formulation of local shelter plans equipped stakeholders with essential skills and knowledge, fortifying the community against potential challenges. These accomplishments stand as testament to the office’s unwavering dedication to fostering inclusive, resilient, and thriving communities throughout the region.
